Walter Smith, executive director of DC Appleseed Center for Law and Justice is quoted in The Examiner in a story on the pullout of CareFirst in the evolving Healthy DC Initiative.  The initiative would provide low cost insurance to approximately 25,000 uninsured DC residents.
